綦江：创新设立“执法指数矩阵”精准提升行政执法水平
近日，綦江区司法局对2023年度全区行政执法情况开展考核评议。结果显示，该区行政执法总体指数达到95.29％，比上一年度大幅提升19.82%，增幅同比提升近4倍，显示出綦江区在行政执法质量上的显著进步。这一积极变化，得益于该区去年创新设立的“执法指数矩阵”。

让执法情况“看得更全”
为破解监督“看不见”难题，綦江区按照“连点成线—织线成面—面动成体”的设计思路，于去年在全国首创融总体指数、集群指数、个体指数和专项指数为一体的“1+3+N+X”广谱矩阵，织就全区行政执法水平“立体式、全覆盖、可视化”数字画像。
该指数融入对制度机制、执法行为、执法强度等的评价，破解了司法行政部门掌握全区行政执法总体情况不够精准全面的难题，成为决策单位、业务单位以及监督单位的重要参考。
精准遥感考评
让执法质效“拿得更准”
据介绍，本年度评议实现了100%不见面初评，减少了评议对被考评单位的打扰和迎检负担。
借助第三方专业力量，综合采用网络检索、材料查证、数据调取、案卷评查、电话访问、问卷调查等方式，经过4817项次的立体评查，形成初评结论。同时，创新建立了初评结果异议申诉机制与社会评议负面信息确证机制，通过与被考评单位、行政相对人、社会各界人士的多方交互沟通，有力提升结论的精准性与可接受性。
为进一步加强日常执法数据提取与佐证材料规范审查，綦江区还建立了年度执法案卷评查与年度执法考核评议联动评价机制，有效堵住“突击式”迎检备考漏洞，让评议结论准确反映全区整体行政执法水平以及各执法单位情况。

让考评结果“用得更好”
綦江在全市率先专项设置“行政执法效能”考核，赋予评议机关对执法部门和街镇的考核权限，并建立评议结果抄送机制，确保压力传导。
同时，该区还创新建立纪检监察监督、人大监督、民主监督、行政检察与行政执法监督贯通联动机制，实现多跨联动、问题共享、整改共促，有效凝聚指数提升合力。
如在綦江区司法局去年首次开展的2022年度执法评议考核中，某镇的行政执法指数仅为42.31，在全区21个街镇中排名倒数第一。随即，綦江区司法局按照“监督—评议—反馈—整改—验收—提升”工作闭环流程，由该镇各执法单位根据报告列出的问题清单逐项对照整改，使该镇对执法工作重视程度和工作力度得到极大提升。
在2023年全区执法考核评议中，该镇评议总得分为97.56，较上一年度提升55.25分，排名位列街镇赛道第7，较上一年度考核评议排名上升14名。
